Windows Server AD FS: Denial of service via missing resource limits
Summary
Active Directory Federation Services (AD FS) in Windows Server allocates resources without limits or throttling (CWE-770). An unauthenticated remote attacker can exhaust these resources and cause a denial of service, which can block sign-ins to Microsoft 365 and other federated applications. Exposure is highest where AD FS is published to the internet, for example through a web application proxy.
Affected
- Windows Server 2012 R2 (including Server Core): 6.3.9600.0 to < 6.3.9600.23470
- Windows Server 2016 (including Server Core): 10.0.14393.0 to < 10.0.14393.9612
- Windows Server 2019 (including Server Core): 10.0.17763.0 to < 10.0.17763.9376
- Windows Server 2022: 10.0.20348.0 to < 10.0.20348.5761
- Windows Server 2025 (including Server Core): 10.0.26100.0 to < 10.0.26100.33650
- Note: The CPE lists Windows Server 2012 (base release), while the CNA data names 2012 R2. Confirm the exact product in the MSRC advisory.
Fixed in
- Windows Server 2012 R2: 6.3.9600.23470 or later
- Windows Server 2016: 10.0.14393.9612 or later
- Windows Server 2019: 10.0.17763.9376 or later
- Windows Server 2022: 10.0.20348.5761 or later
- Windows Server 2025: 10.0.26100.33650 or later
- Cumulative updates KB5126646 (Server 2025) and KB5126651 (Server 2019) are listed for October 2026, but not confirmed to contain the fix. Check the MSRC advisory for the KB per OS.
Workaround
Unknown. No vendor-documented workaround found. If patching is not possible, restrict network access to the AD FS endpoints.
Exploitation
- Not in the CISA KEV catalog.
- CISA SSVC: exploitation none, automatable yes, technical impact partial.
- EPSS 0.01056 (low predicted exploitation probability).
- Public proof of concept: unknown.
Our recommendation
- Patch in the October 2026 cycle, starting with internet-facing AD FS farms.
- Confirm the affected product and KB numbers in the MSRC advisory.
- Check whether AD FS is published externally, for example through a web application proxy.
- For Windows Server 2012 R2 hosts, verify ESU eligibility and plan ESU or migration.
- Monitor for a public proof of concept or a KEV addition.
