Red Hat bootc/ostree: Missing signature revalidation of staged deployments
Summary
A flaw in bootc and ostree lets already-staged OS deployments be finalized without checking their container image against the current signature policy. An attacker with local access who can influence staging or the signature policy can keep unsigned content bootable after the policy is hardened, which can lead to full host compromise on reboot. The attack complexity is high and no privileges or user interaction are required.
Affected
- Products named by Red Hat: Red Hat Enterprise Linux 8, 9 and 10, Red Hat Hardened Images, Red Hat OpenShift Container Platform 4
- Red Hat's CVE record lists RHEL and OpenShift as unaffected by default and Hardened Images as affected by default; third-party sources disagree on scope
- Exact affected versions: Unknown.
Fixed in
Unknown. No fixed package versions were confirmed in the sources reviewed.
Workaround
- Red Hat: no mitigation is currently available that meets its criteria.
- Third-party guidance (CME, unverified by Red Hat): clear all staged ostree deployments after hardening /etc/containers/policy.json and never stage unsigned container images.
- Compensating controls (they do not fix the flaw): SELinux in enforcing mode and IMA/EVM appraisal.
Exploitation
- No evidence of exploitation in the wild.
- Not listed in CISA KEV.
- CISA SSVC: exploitation none, not automatable, total technical impact.
- EPSS below 1%.
Our recommendation
- Check whether any hosts run bootc or ostree (for example image-mode RHEL, Hardened Images or OpenShift nodes).
- If none do, no action is needed.
- If they do, apply the Red Hat update as soon as it is released and track the advisory.
- Until then, clear staged deployments after any policy change, ensure unsigned images are never staged, and restrict who can stage deployments or change signature policy.
- Monitor the Red Hat advisory for an official workaround.
Public exploits
PoC-in-GitHub, Metasploit and Exploit-DB list nothing for this CVE.

Original description (NVD)
A flaw was found in bootc and ostree. Already-staged deployments are finalized without revalidating the deployment's container image against the current containers signature policy. Unsigned OS content staged under a prior permissive policy can remain bootable after policy is hardened to reject unsigned images, leading to full host compromise on reboot.
