Oracle SOA Suite: Improper access control in Adapters component

CVE-2026-91251Critical 9.9

← All vulnerabilities

Summary

Oracle SOA Suite versions 12.2.1.4.0 and 14.1.2.0.0 contain an improper access control flaw in the Adapters component, rated CVSS 9.9 (critical). An attacker with a low-privileged account and network access via HTTP can fully compromise SOA Suite without user interaction. Because the scope is changed, the compromise can also affect connected systems and resources.

Affected

  • Oracle SOA Suite 12.2.1.4.0
  • Oracle SOA Suite 14.1.2.0.0
  • Other or patched builds: Unknown.

Fixed in

  • Fix included in Oracle's October 2026 Critical Patch Update (released 20 October 2026).
  • Specific patch number and fixed build per branch: Unknown. Check Oracle's advisory.

Workaround

  • Unknown. The CVE record provides no vendor workaround.
  • Until patched, restrict access to SOA Suite HTTP endpoints and admin consoles to trusted networks or a VPN (generic advice, not from the vendor).
  • Review SOA Suite accounts and remove unused or weak credentials.

Exploitation

  • CISA SSVC: exploitation none, not automatable, total technical impact.
  • Not listed in CISA KEV.
  • No public proof of concept or in-the-wild exploitation found so far. The CVE is only about 10 days old, so this is not a confirmed absence.

Our recommendation

1. Inventory all SOA Suite instances and compare their versions with 12.2.1.4.0 and 14.1.2.0.0.

2. Apply the October 2026 Critical Patch Update to each affected instance after confirming the fixed build in Oracle's advisory.

3. Until patching is complete, restrict SOA HTTP and admin access and audit SOA accounts.

4. Check logs for unexpected SOA logins or adapter activity.

5. Patch CVE-2026-91231 (unauthenticated Adapters flaw, CVSS 10.0) at the same time.

6. If no SOA Suite is in use, no action is needed.

Public exploits

PoC-in-GitHub, Metasploit and Exploit-DB list nothing for this CVE.
