Oracle Identity Manager: Improper access control in OIM Legacy UI
Summary
Oracle Identity Manager (OIM) versions 12.2.1.4.0 and 14.1.2.1.0 are affected by a flaw in the OIM Legacy UI component, classified as improper access control (CWE-284). An attacker with a low-privileged account and network access via HTTP can compromise the product, with a possible full takeover (CVSS 3.1: 8.8). The vendor advisory is the authoritative source for details, and the record is still awaiting NVD analysis.
Affected
- Oracle Identity Manager 12.2.1.4.0
- Oracle Identity Manager 14.1.2.1.0
- Component: OIM Legacy UI
Fixed in
Unknown. Check Oracle's October 2026 Critical Patch Update for the patch that addresses this CVE.
Workaround
- Unknown from the vendor. A third-party, unverified suggestion is to restrict HTTP access to the OIM web interface to trusted IP addresses using firewall rules.
- Enforce least privilege and role-based access for all OIM accounts.
- If the business does not need the Legacy UI, restrict access to it or disable it.
Exploitation
- No evidence of exploitation in the wild found.
- No public proof of concept found.
- One aggregator lists the CVE as not in the CISA KEV catalog; this is unverified and should be checked directly on CISA.
- A different OIM flaw (CVE-2025-61757) was added to CISA KEV; it is not this CVE.
Our recommendation
- Confirm whether you run OIM 12.2.1.4.0 or 14.1.2.1.0 and whether it is reachable from the internet or untrusted networks.
- Check Oracle's October 2026 Critical Patch Update and apply the fix in your next maintenance window.
- Until patched, restrict network access to OIM and the Legacy UI, and disable the Legacy UI if it is not required.
- Review OIM admin and service accounts, enforce MFA on access paths, and monitor for new or changed accounts and roles in OIM.
- Note: the transport detail (HTTP vs. HTTPS) and a possible duplicate (CVE-2026-91259) are unverified.
Public exploits
PoC-in-GitHub, Metasploit and Exploit-DB list nothing for this CVE.
