OpenStack Manila: Missing authorization checks on public shares
Summary
OpenStack Manila does not verify that the caller owns a public share before performing several API operations on it. Any authenticated project member can change access rules, escalate access from read-only to read-write, soft-delete or restore the share, create backups of it, modify export-location metadata, and list access rules that disclose IP addresses, usernames and CephFS keys. The attacker needs only valid credentials in the same cloud, and the share UUID is visible because the share is public. The CNA rates the issue CVSS 3.1 9.9 (Critical).
Affected
- OpenStack Manila 1.0.0 to before 20.0.3
- OpenStack Manila 21.0.0 to before 21.0.3
- OpenStack Manila 22.0.0 to before 22.0.2
- OpenStack Manila 23.0.0 to before 23.0.1
- Versions before 1.0.0 are not listed; status unknown.
- Distribution packages (e.g. Red Hat OpenStack Platform): fix status unknown.
Fixed in
- Manila 20.0.3
- Manila 21.0.3
- Manila 22.0.2
- Manila 23.0.1
- Patches for the supported branches are referenced in OSSA-2026-046.
Workaround
Unknown. No vendor-documented workaround is available.
- Until patched (not vendor-documented): limit who can create public shares, audit existing public shares, and review access-rule and export-location changes in the logs.
Exploitation
- No evidence of in-the-wild exploitation was found.
- No public proof of concept was found.
- The issue was reported by external researchers and Red Hat engineers.
- EPSS values differ between sources; verify on FIRST.org.
Our recommendation
- If you run a private OpenStack with Manila, update to a fixed release for your branch or confirm that the version is already fixed.
- If you use a managed cloud, ask the provider whether OSSA-2026-046 has been applied.
- Review public shares and their access rules, and check logs for unexpected access-rule or export-location changes.
Public exploits
PoC-in-GitHub, Metasploit and Exploit-DB list nothing for this CVE.

Original description (NVD)
In OpenStack Manila before 23.0.1, multiple Manila API operations on public shares do not verify that the caller owns the share. The API controllers authorize operations against the caller's own project context, then load a foreign public share without re-authorizing against the share's actual owner. This affects the following operations: allow_access: grant data-plane read/write access to another tenant's share; deny_access: revoke the owner's existing access rules; update_access: escalate access level (e.g., ro to rw); create_share_backup: exfiltrate share data via a backup created under the attacker's project; soft_delete: move a foreign share to the recycle bin; restore: interfere with the owner's deletion workflow; export location metadata: create, update, and delete metadata on foreign export locations; access rule listing: disclose IPs, usernames, and CephFS keys. Any authenticated project member can exploit these operations on any public share. The share UUID is visible since the share is public.
