Oracle Strategic Network Optimization: Unauthenticated takeover via HTTP
Summary
Strategic Network Optimization (SNO), a component of Oracle E-Business Suite, contains a flaw in its installation component that can be reached over HTTP without authentication. Per the CVE entry, a successful attack can lead to full takeover of SNO with high impact on confidentiality, integrity and availability. The attack requires a user other than the attacker to interact with the system (UI:R). CVSS 3.1 base score is 8.8 (High).
Affected
- Oracle Strategic Network Optimization 12.2.3 through 12.2.15 (as part of Oracle E-Business Suite 12.2.x)
Fixed in
- Oracle October 2026 Critical Patch Update (released 20 October 2026). The exact SNO patch ID is unknown; check My Oracle Support note KA923.
Workaround
- Unknown for SNO specifically.
- Oracle states in general terms that blocking the network protocols an attack needs may reduce risk, but this may break application functionality and is not a long-term fix.
Exploitation
- No evidence found of active exploitation or a public proof of concept as of the latest sources.
- CISA SSVC: exploitation none, automatable no, technical impact total.
- Do not confuse with CVE-2026-101767, a different EBS flaw that was probed after patching.
Our recommendation
- Check whether any client runs Oracle EBS 12.2.3 to 12.2.15 with SNO installed, including test and clone instances.
- If so, apply the October 2026 CPU per MOS KA923 and verify the SNO patch level.
- If patching is delayed, restrict internet access to EBS HTTP services and monitor EBS access logs.
- Re-check the status weekly and watch for an exploitation report or CISA KEV entry.
Public exploits
PoC-in-GitHub, Metasploit and Exploit-DB list nothing for this CVE.
