Progress MOVEit Transfer: Local privilege escalation via incorrect permissions
Summary
A flaw in MOVEit Transfer assigns incorrect permissions to a critical resource: a service directory is writable by local users. An attacker with a low-privileged local account can escalate privileges and gain high impact on confidentiality, integrity and availability. The attacker needs local access first, for example through another vulnerability or stolen credentials, so the flaw is not remotely exploitable on its own.
Affected
- MOVEit Transfer before 2025.1.6
- MOVEit Transfer 2026.0.0 before 2026.0.4
- According to the vendor bulletin, the 2025.0.8 branch and earlier, and 2025.1.0 to 2025.1.5 and 2026.0.0 to 2026.0.3, are affected.
Fixed in
- Upgrade to MOVEit Transfer 2025.1.6 or 2026.0.4 (vendor bulletin, September 2026).
- The 2025.0.8 branch and earlier has no patch and must be migrated to an supported active version.
Workaround
Unknown. No vendor workaround was identified. Upgrading is the remedy.
Exploitation
- Progress has not reported exploitation in the wild in the bulletin text reviewed.
- CISA SSVC data lists exploitation as none and automatable as no.
- No public proof of concept was found.
- Presence in the CISA KEV catalog is unverified.
Our recommendation
- Apply the complete Progress September 2026 bulletin to 2025.1.6 or 2026.0.4, not only this CVE.
- Prioritise internet-facing instances, because the same bulletin contains remotely exploitable issues.
- Identify any system still on 2025.0.8 or earlier and plan a migration.
- Review local accounts, logon rights and file and directory permissions on MOVEit hosts until patched.
- Monitor for unusual local logons and changes to service directories.
Public exploits
PoC-in-GitHub, Metasploit and Exploit-DB list nothing for this CVE.
